    The answer is 8.

    Going along each row, the fourth number is the sum of the first and third numbers, minus the second number. So for each row we have:
    9 + 6 - 4 = 11
    3 + 7 - 6 = 4
    5 + 4 - 8 = 1
    11 + 3 - 6 = 8

    The same pattern holds going down the columns:
    9 + 5 - 3 = 11
    4 + 8 - 6 = 6
    6 + 4 - 7 = 3
    11 + 1 - 4 = 8
