Weakest Player

Tom beats Joe at pool, but loses to Sue. Hillary usually wins against Joe, sometimes against Tom, but never against Sue.

Who is the weakest player?

    Joe.

    Sue beats Tom and Hillary, both of whom beat Joe - Tom every time, and Hillary most of the time.

    The rankings would be Sue > Tom > Hillary > Joe
